1. News: Overview of the Tax Reduction Fund to Countermeasure Deindustrialization

In response to the urgent problem of deindustrialization, Aichi Prefectural Government has announced a new subsidy program aiming at supporting the establishment of manufacturing facilities, and promoting research & development and proving tests. This program will be an alternative measure to the reduction of prefectural corporate tax and will be financed by a fund that will accumulate about 5 billion yen every year, corresponding to 10% of the annual amount of corporate tax.

*This program is scheduled to take effect from April in accordance with the decision of the Aichi Prefectural Government Assembly’s February session in 2012.

1. Supporting the establishment of manufacturing or R&D facilities To support large-scale investments, Aichi Prefectural Government will reform the existing subsidy program to promote the establishment of manufacturing or R&D facilities of cutting-edge industries.  With this reform, the government proposes to raise the subsidy limit from 1 billion yen to 10 billion yen. In addition, the government proposes to establish new subsidies aimed at supporting small and medium-scale investments by companies from other Japanese prefectures or overseas, as well as small and medium-scale reinvestments by companies that are already in the prefecture.

2. Supporting R&Ds and proving tests In order to maintain and further promote high-value added production in the area, the prefecture will set up a new subsidy targeting R&D and proving tests in expanding industrial fields such as aerospace, which was selected as a target sector for the International Strategy Comprehensive Zone, as well as the next generation vehicles, etc.

2. Business Environment: Incubation facilities in Greater Nagoya

Greater Nagoya has a number of incubation facilities to support business entrepreneurs. Entrepreneurs are provided office space in the each private or public facility to set up their business operations. The followings are only some of incubation offices.

Regus Group Japan K.K
Regus is the world’s largest provider of workplace solutions, with 1,200 business centers based across 95 countries. There are currently two business centers located in Nagoya. They have a range of products and services designed to help a company set up quickly, easily and at the right price.
Servcorp Japan K.K
Servcorp is also the world’s serviced office and virtual office provider. They currently have two service offices in Nagoya.

Softopia Japan
Softopia Japan is providing incubation offices for programmers, developers, entrepreneur who develops smart phone applications and has suffered losses in their business from the East Japan Earthquake. The term of the service will be about 6 months.

nabi / Nagoya Business Incubator KANAYAMA, SHIRAKANE
Nagoya Business incubator is the most historic incubation office in Nagoya. They provide a place to start business for venture IT companies and R&D entrepreneurs. The technical and management support services are provided by industry-academia-government cooperation.

3. Investment: Amazon Japan to Locate Two Distribution Bases in Greater Nagoya

The Mainichi Daily News reports that Amazon Japan K.K., the Japanese arm of the giant U.S. retailer said its group firm Amazon Japan Logistics K.K. will open a distribution center in Tajimi, Greater Nagoya later this year. The center, one of the group’s largest in Japan, will employ about 1,000 workers and have a total floor space of 80,000 square meters. The facility will allow orders to be delivered the day they are placed. Amazon Japan Logistics K.K. already has nine distribution centers in Japan, and one of them is already located in Tokoname, Greater Nagoya region.
